The red-striped soft scale insect hit the cane fields near Bais City before most people outside Negros Oriental had heard of it. By the time the province declared a state of calamity on July 21, 2026, the pest had already been confirmed across more than 17,000 hectares of reported area in Negros Oriental alone, with the SRA validating 1,571 hectares as of late June. Our municipality was already gone by then.
This is not a press release. I'm a farmer in the affected area who also built a farm management app, and what I want to explain is: what the RSSI pest actually is, what's happening right now, and why farmers couldn't prove what was happening to them — until we built a way to document it.
What RSSI Is
The red-striped soft scale insect (Pulvinaria tenuivalvata) is a sap-sucking scale insect that attaches to sugarcane leaves and feeds on plant sap. Look underneath an affected leaf and you'll see clusters of small, waxy-coated insects in rows — the "red stripes" are the feeding sites. Above them, the sticky honeydew they excrete becomes a host for sooty mold, which blocks sunlight from reaching the leaf. The effect is cumulative: you don't see the full damage until the crop is already compromised.
What makes it dangerous at scale is how fast it spreads in dense, continuous cane plantings. When an infested ratoon goes uncut, or harvested cane is transported across areas without inspection, the insects travel with it. In a province like Negros where cane is planted in large blocks across interconnected farms, containment is difficult once the pest is established.
RSSI in the Philippines is not new — it was first detected in Pampanga, Luzon, in 2022. What's new is the severity and the geography of the 2026 outbreak.
What's Actually Happening in 2026
The outbreak is concentrated in three major cane-producing areas.
Negros Occidental declared a province-wide state of calamity on June 30, 2026. The reported affected area is 61,382 hectares. SRA-validated figures reached 14,447 hectares by July 1 — up from 12,332 hectares just a week earlier, meaning the validation is still catching up to the spread. Kabankalan City alone accounts for 6,686 validated hectares, affecting 838 farmers across 23 barangays.
Negros Oriental declared province-wide calamity on July 21, 2026, following Bais City's earlier local declaration on July 1. Reported area: 17,125 hectares. SRA-validated as of late June: 1,571 hectares. The gap between those two numbers is the documentation problem I'll come back to.
Iloilo reports 7,021 hectares affected — 33.84% of the province's 20,749 hectares of planted cane, spread across 24 local government units. Capiz and Bukidnon have additional confirmed cases.
If you are a farmer in Negros Oriental reading this: our province is in the middle of it. Bais City is where I farm. That is not an abstraction.
The Documentation Problem
When pest damage comes before harvest, a farmer needs to prove it happened. Not for the insurance no one has, but for assistance programs — government aid, cooperative support, the kind of claim where someone official asks for evidence.
The problem is that most of the evidence existed in memory, on paper notebooks, or not at all. Before there was a way to record a pest sighting digitally — with a GPS pin, a timestamp, and a photo — the farmer's testimony was all they had. In a calamity declaration process that involves SRA field validation, that's a vulnerable position.
The other problem: there was no shared picture of how far it had spread. Every farm knew its own situation. No one could see the pattern across the province until the SRA published validated totals weeks later. That delay matters when pest management requires early intervention and coordinated action across neighboring farms.
What We Built to Address It
The Pests tab in Sugarcane Farm Manager has three components that address this directly.
Pest reference database. Nine pests relevant to Philippine sugarcane farming, with RSSI flagged as an active national outbreak. Each entry includes the scientific name, damage mechanism, identification criteria, risk level, and an offline symptom checklist — so a farmer can verify a sighting without internet access or a call to the extension office.
Declare a Pest form. Any farm manager can record a pest sighting with a GPS pin, the affected field, the severity, and an optional photo. The photo matters: if there are assistance claims down the line that require documentation of when the damage was reported, that timestamp and photo create a verifiable record. The form works offline and syncs when a connection is available.
Community spread map. Pest declarations from multiple farms are displayed on a shared map — anonymous, not tied to individual farm identities. SRA and press-validated outbreak areas are shown as solid circles sized to the reported or validated hectarage. Owner-reported sightings appear as dashed circles, clearly labeled as operator-reported data rather than SRA-validated figures.
The map does not exaggerate. Circle sizing is area-accurate — a 6,686-hectare Kabankalan zone covers roughly the actual geographic footprint of 6,686 hectares, not an inflated radius that makes the map look worse than it is. Validated data and owner-reported data are visually distinct because those are not the same thing.
What the Map Shows Right Now
As of the latest data in the app (updated July 22–23, 2026), the community map shows the outbreak across multiple provinces: the cluster of heavily affected barangays around Kabankalan in Negros Occidental; the validated areas in Mabinay, Canlaon, Bayawan, and Bais in Negros Oriental; the spread across Iloilo; and confirmed presence in Bukidnon. Southern Negros Oriental municipalities — Santa Catalina, Siaton, Zamboanguita, Basay — have owner-reported sightings flagged as such.
What to Do If You're Seeing RSSI on Your Farm
- Check the underside of leaves. Look for clusters of waxy insects along the midrib and secondary veins. Sticky honeydew and sooty mold above the cluster are common secondary signs.
- Open the Sugarcane Farm Manager app — no account needed, works offline.
- Go to the Pests tab and select RSSI. Run through the symptom checklist to confirm the identification.
- Tap "Declare a Pest," drop a pin on your field, select severity, and take a photo if you can. This creates a timestamped record.
- Contact your local SRA office or DA extension office for field validation — the app record supplements, but does not replace, the official validation process.
If you are unsure whether what you are seeing is RSSI or a different sap-sucking pest (sugarcane aphid and mealybug have overlapping symptoms), the app's reference database covers all three with side-by-side identification criteria.
Why This Matters
The gap between 17,125 reported hectares and 1,571 SRA-validated hectares in Negros Oriental is not mostly fraud. It is mostly an administrative capacity problem — there are not enough SRA field staff to validate every claim immediately. The validation catches up over time. What a digital sighting record does is create a durable, timestamped, georeferenced log that exists before the validation team arrives, not after.
We built this because farmers in a calamity zone should not be in a position where the evidence of their loss disappeared before anyone came to look.
